Flying insect that collects leaves and rolls them inside a flower?

Question: Flying insect that collects leaves and rolls them inside a flower?

HELP! I have never seen anything like this before and can't find any bug even remotely like this one online. I noticed there was an odd looking flower in my garden. Upon closer inspection discovered that there were leaves rolled into the center of the flower. After much confusion, the insect in question returned carrying a leaf that it then proceeded to carefully roll into place, like a roses petals. I sat outside for hours and watched it go back and forth, collecting leaves from across the street, coming back and carefully putting them in place. It was probably nesting or something, but can anyone tell me what bug this was? The bug looked mostly like a bee. I tried to take a picture but it went into the flower or flew away and i didn't want to scare it off for good.
